The date stamped on a toner box is a manufacturer's warranty date. It's the point after which the manufacturer stops guaranteeing performance — a legal and support boundary, not a chemical one. Nothing happens to the cartridge on that date.

Toner itself is a dry powder of plastic particles and pigment. Sealed inside a cartridge, away from light, humidity and heat, it's remarkably stable. Cartridges well past their printed date routinely print perfectly.
